Toshio Kuratomi 32c8de5797 [stable-2.9] Fixes to the rpm dependencies

* Remove duplicate bundled provides line in the rpm spec file
* Remove jmespath and passlib on RHEL7 as these are optional dependencies
  which aren't shipped with RHEL7
