web: Fix inline documentation rendering (#13379)

web: Fix issues surrounding markdown rendering.

- Fix issue where Mermaid diagrams do not render.
- Fix link colors in dark mode.
- Fix anchored links triggering router.
- Fix issue where links occasionally link to missing page.
