translate: Updates for file web/xliff/en.xlf in zh_CN [Manual Sync] (#14017)

Translate web/xliff/en.xlf in zh_CN [Manual Sync]

99% of minimum 75% translated source file: 'web/xliff/en.xlf'
on 'zh_CN'.

Sync of partially translated files: 
untranslated content is included with an empty translation 
or source language content depending on file format
